Abstract The information and analytical techniques contained in this manual are presented in three volumes. Volume 1 describes the structure, content and applicability of the manual. A general approach to analyzing transit options in small urban communities is described. Volume 2 is the fifth chapter of the manual and describes an evaluation approach with detailed techniques used to estimate the patronage, cost and revenue implications of a transit service operation. Volume 3 contains the final two chapters of the manual which describe the activities of a transit operation, explore the relations between these activities, identify arguments for and against local control and provide numerous data and statistics that characterize the financial and operating performance of existing conventional transit and paratransit services in small urban communities.
