Abstract This 121-page report summarizes efforts undertaken by the Tri-County Metropolitan Transportation District (TRI-MET) in Portland, Oregon to develop a short-range, route level transit patronage model. The document first provides an overview of the patronage estimation techniques in use at TRI-MET before the current study. Then the document describes a four step Route Patronage Forecasting Model which was developed to improve the process. The technique evolved was more complicated than originally anticipated, since interconnectivity and multiple choices of routes is a key factor in TRI-MET's route network. The basic model, in its automated version, is rather data intensive and requires a main frame computer for operation. A manual version of the tool has also been developed, although it has not been applied as extensively. Results of the model's original applications were considered a qualified success, although some problems with overprediction of demand were noted on the initial tests. The report should be of interest to transportation planners in medium to large size cities.
