Abstract Special transportation services have been provided for the elderly and handicapped in Louisiana since the early 1970s. In urban areas the elderly and handicapped often have difficulty using the conventional transit system, and paratransit services have been developed to address the transportation needs of these transit patrons. In rural areas the availability of public transit is very limited; often paratransit service in rural areas is the only form of public transportation. A large portion of the special transportation services provided for the elderly and handicapped in urban and rural areas is provided through social service agencies using UMTA 16(b)(2) vehicles. Demand for UMTA 16(b)(2) vehicles has increased since the beginning of the program, increasing the capital cost of the program. Poor coordination and service duplication have been prime contributors to the increase in capital outlays, in addition to the general increase in demand for special transportation services. The increases in demand have exceeded available capital funds provided by UMTA. Increased efficiency and effectiveness of existing special transportation services is viewed as the primary method to meet these increases in service demand.
