Abstract In response to pressures for increased productivity and better quality of service, transit authorities are reexamining the use of financial incentive programs (FIPs). Examined here is the efficacy of merit pay plans and their effectiveness in the transit environment. Chapter 1 presents in detail the reasons for this research, an overview of merit pay programs, objectives of the study, and a brief outline of the research approach. Chapter 2 presents a review of the literature on merit pay plans. The findings of the literature review are examined with respect to empirical research as well as strengths and weaknesses of merit pay programs. A detailed description of the study research methodology is provided in Chapter 3. Chapter 4 presents a summary of research findings, and Chapter 5 provides a discussion of the research findings, conclusions, and implications.
