Abstract This report summarizes a major study of the impacts and effects of Portland, Oregon's downtown transit mall. The document assesses both the direct impacts of the mall on transit and traffic levels as well as its indirect impacts on noise levels, pollution, and urban development. It also documents the effects the mall has had on revitalizing downtown area. An economic analysis concludes that the benefits of the mall exceed its costs. The report should be of special use to urban planners, transportation planners in medium to large size jurisdictions, and groups interested in alternative downtown revitalization strategies.
