Abstract The report describes how to develop private sector transit contracts at the local level. It focuses on the experiences of rural transit operators who have successfullly entered into contractual service agreements. It was originally developed as the background document for a workshop on contracting. The document's first section explores the benefits for contracting to the public and private sectors, planning for contracted services, how to develop the contract document itself, and how to monitor the service, maintenance, and financial aspects of a contract for transit service or support activities. The second section of the manual contains actual examples of procurement documents, notices, and procedures for use by the transit manager. The document should be of special value to managers of rural or suburban transit systems.
