| Abstract | Borrowing a concept from private sector strategic planning, this project provided the San Francisco Metropolitan Transportation Commission (MTC) with a preliminary estimate of its capital readiness to maintain and enhance the public transportation system in the San Francisco Bay Area over the long term. The assessment highlighted the minimal capital needs required to modernize and sustain the existing plant and equipment within the region. This report documents the procedure used to conduct this assessment and illustrates its application by MTC. |
