Abstract Effective resource management is always an important consideration in any business enterprise. Transit managers need to develop strategies which go beyond the basic options of raising fares and cutting service. A comprehensive resource and market assessment is required to foster long-term stability. This report describes the application of a methodology to assess the effectiveness of resource management in a transit environment. It presents simple techniques which are commonly applied in private enterprise to assess a firm's market strength and the capability of internal operations. The extension of this approach to transit is a logical one. The need to assess changes and opportunities in ridership markets and the structuring of production and support activities to meet those needs is essential to provide and demonstrate value for public money. The approach and techniques described herein were applied in a management and operations study of the Port Authority of Allegheny County Transit System (PAT). Tables, figures.
