Abstract Transportation System Management (TSM) is the name given to the concept of more efficiently using existing transportation systems by means other than large-scale new construction. TSM embraces a host of measures, all with the purpose of seeking to achieve better results from existing facilities rather than by creating new highways and transit systems. These measures tend to be subtle, low cost, and many are rapidly implementable compared to new capital construction. All tend to have minimal or no right-of-way space required as they are fitted into or on existing systems or are simply policies applied to whole areas.
