Abstract This reference material is the first step in a planned program to make a complete compilation of technical and scientific publications concerning urban mass transportation. The list includes ab- stracts of reports, studies, articles, monographs and other publication formats. The reference is designed to serve the scientific and technical needs of State, city and local government officials, transportation planners, industry leaders, consultants, researchers, and stu- dents of urban transportation problems. In retrospect, urban transportation investments by the Federal Government started in 1951. In that year. Congress approved a pilot program of mass transit assistance to State and local public bodies. Twenty-five million dollars was provided in the Housing Act of 1961 for a limited program of mass transit demonstration grants and technical assistance, and a $50 million borrowing authority was enacted to assist local capital investment programs. These programs were first administered by the Housing and Home Finance Agency, which later became the Department of Housing and Urban Development, (HUD). The programs were consider- ably expanded by the Urban Mass Transportation Act of 1964
