Abstract This is a summary of the use, by 43 agencies, of non-traditional techniques for funding transit and urban highway services. This report is designed to introduce public officials and transportation planners at the state and local levels to a range of available funding sources and to facilitate their efforts in determining whether these sources will be useful in meeting their area's transportation needs. The 49 brief case studies included in the report reflect the variety of efforts being made by large and small transit agencies and highway departments to cope with shortfalls in funding. These efforts were selected for inclusion, because they entailed one or more of the following characteristics: Use of non-traditional source of revenue (sources other than fare box or property tax revenues); strong involvement of the private sector; use for the first time in the transportation field (although there may have previous non-transportation applications); and creative examples of public-private cooperation.
