Abstract The initial stage investigation is the beginning step in the Exploratory Advanced Research (EAR) Program process for exploring ideas across traditional and nontraditional fields of research and stimulating new approaches to problem solving. The process starts with a literature review and reference scanning to get a better understanding of active research in a particular topic area. This reference search identified published literature between 2012 and 2013 focusing on behavioral economics and transportation safety. Topics covered include: behavioral research, congestion, mode choice, monetary inducements for safety, pay-as-you drive insurance, and tolling.
