Abstract State and local transportation officials are beginning to consider ITS solutions for transportation problems but are challenged by the fact that planning for ITS solutions has not occurred wholly within the metropolitan transportation planning process. In addition, operations planning currently receive little or no consideration of ITS products and services a tools to manage travel and congestion is being "mainstreamed" or integrated into the metropolitan transportation planning process.
