Abstract The goal of the Chico Human Service Transportation Project was to develop a coordinated human service transportation plan whereby vehicles owned by various human service organization would be made available to all organizations in the Chico Urban Area. The project would as well test the effectiveness of a user-side subsidy as an aid to coordination and as an incentive for providers to operate efficiently. The project was terminated in April 1982 when the Urban Mass Transportation Administration concluded that the demonstration could not be completed as intended. This report describes the project as it was intended to operate, assesses the project's accomplishments, and evaluates why the project was never completed.
