Abstract This report provides a baseline of information on the Security Credential Management System (SCMS) to ensure a shared understanding of the SCMS ecosystem and how it will ensure trusted and private connected vehicle (CV) communications. A shared understanding will help the United States Department of Transportation (USDOT) and SCMS stakeholders develop potential SCMS ownership and governance models to deploy a National SCMS. This report reviews factors impacting ownership and governance at a high-level, as well as tradeoffs among technical SCMS design options to help inform future design and implementation. This report also includes an explanation of the PKI policies necessary to ensure a functioning and secure National SCMS. Finally, the report provides a description of the current SCMS Proof of Concept (PoC), which the USDOT is developing for use during the CV pilots and other federally-funded CV initiatives
