Abstract This report briefly describes Dispute Review Boards (DRBs), including their composition, what they do, and their success rates. Also discussed are the advantages of using DRBs, as well as some potential disadvantages. The Dispute Review Board Foundation, which compiles statistics on the success of DRBs in minimizing construction litigation, reports that a growing number of State departments of transportation are using DRBs. Through late 1998, 285 heavy highway construction projects totaling $16 billion had 325 disputes go to DRBs for recommendations. Of those, 324 were settled out of court and only one went on to be litigated.
