Abstract To achieve their safety goals, many States select intersection safety as an emphasis area as part of their Strategic Highway Safety Plan (SHSP). However, while SHSPs may identify strategies to promote intersection safety, they lack the depth of information needed to establish an action plan for implementing the strategies necessary to achieve the safety goals. This document provides a 10-step process that guides and assists State Safety and Traffic Engineers in identifying the countermeasures, strategies, deployment levels, implementation steps, actions, and costs necessary to achieve the intersection safety goals of the SHSP.
