Abstract The Federal Railroad Administration (FRA) accident data from the 2008–2017 study period showed that annual combined highway-rail intersection (HRI) and rail infrastructure accident costs were between $20 million and $40 million dollars. An alternative method developed by the National Highway Cooperative Research Program (NCHRP) provides for the economic losses associated with medical and legal costs, lost productivity, and travel delay. The results from using this alternative method showed that these costs are between $1.6 and $1.9 billion annually.
Public Note The purpose of this report is to serve as an update to an analysis of highway-rail intersection (HRI) incident and casualty data that was published by the Federal Railroad Administration (FRA) in 2015. The original report, Highway-Rail Intersection Crash Taxonomy for Connected Vehicle Safety Research (the “2015 report”) characterized the frequency, severity, and costs of highway-rail intersection (HRI) collisions, and the estimated potential reductions in these metrics resulting from the implementation of Connected Vehicle HRI safety applications.
