Abstract The goal of this document is to provide a tool to assist Tribal Governments in developing a Long-Range Transportation Plan (LRTP). A general framework for developing an LRTP is provided, along with examples of noteworthy practices by several Tribal organizations. The Indian Reservation Roads (IRR) Rule (25 Code of Federal Regulations 170) identifies elements that may be included in an LRTP. The specific steps described in this report are not required by Federal statute or regulation. They represent a general process on how to develop an LRTP in support of the requirements of the IRR program as well as of the Federal Highway Administration/Federal Transit Administration statewide and metropolitan planning process.
