Abstract This study was performed for the Department of Transportation's Urban Mass Transportation Administration under a purchase order issued by the Transportation Systems Center (TSC). It addresses requirements for improving security in U.S. urban mass· transit systems in light of increased terrorist threats. The study's aims were intended to highlight areas where changes are needed to more clearly define the threat of terrorism, to make better use of available resources to protect what could become an inviting target for terrorist attack, and to develop a methodology to identify vulnerability in existing mass transit systems. The study involved in the collection and analysis of information provided by the Urban Mass Transportation Administration, acquired in inter­views with officials of mass transit systems, and obtained from material in the public sector.
