Abstract Quality data are the foundation for making important decisions regarding the design, operation, and safety of roadways. Using roadway and traffic data together with crash data can help agencies make decisions that are fiscally responsible and improve the safety of the roadways for all users. The Federal Highway Administration (FHWA) Office of Safety has established a fundamental set of roadway and traffic data elements that States should collect to support the activities conducted under their Highway Safety Improvement Programs. These data are a subset of the Model Inventory of Roadway Elements (MIRE), and are known as the MIRE Fundamental Data Elements (MIRE FDE). The objective of this effort was to conduct an economic analysis of the cost to States in developing a statewide linear referencing system and collecting the MIRE FDE on all public roadways. This effort also estimated the reduction in fatalities and injuries needed to exceed a 1:1 ratio and a 2:1 ratio of benefits to costs. This report provides the results of this effort.
