Abstract All States use the Highway Safety Improvement Program (HSIP) Online Reporting Tool (ORT) to submit their annual HSIP and Railway-Highway Crossings Program (RHCP) reports. The HSIP ORT is a central repository for State HSIP reports that provides an electronic record of submission, supports the annual HSIP and RHCP reporting requirements, and promotes a consistent reporting structure. State reporters use the HSIP ORT to complete their HSIP and RHCP annual reports and submit to their Federal Highway Administration (FHWA) Division Office. The Division Office uses the HSIP ORT to review reports and submit the final reports to the FHWA Office of Safety. This manual helps State reporters and FHWA Divison Office reviewers understand and complete their roles in the online reporting process. The manual provides an overview of the HSIP ORT, the process for obtaining system access, instructions for completing reports, instructions for reviewing reports, and a list of additional resources.
