| Abstract | This manual updates the Emergency Relief Manual, November 2009. It covers procedures applicable to the Federal Highway Administration’s (FHWA) Emergency Relief (ER) program for Federal-aid highways. It is a guide for FHWA, State, and local transportation agency personnel for requesting, obtaining and administering ER funds. It incorporates program changes made by the Moving Ahead for Progress in the 21st Century Act (MAP-21) (P.L. 112-141), which was signed into law on July 6, 2012 and became effective on October 1, 2012.
