Abstract The Federal Motor Carrier Safety Administration (FMCSA), in cooperation with the John A. Volpe National Transportation Systems Center (Volpe), uses a quantitative model called the Carrier Intervention Effectiveness Model (CIEM) to measure the effectiveness of motor carrier interventions in terms of estimated crashes prevented, injuries prevented, and lives saved. This model provides FMCSA management with information needed to address the requirements of the Government Performance and Results Act of 1993 (GPRA), which requires Federal agencies to measure the effectiveness of their programs as part of the budget cycle process. This report documents the results of the CIEM for fiscal year 2016.
