Abstract The Federal Lands Highway Program (FLHP) is administered by the Federal Highway Administration's (FHWA) Federal Lands Highway Office (FLHO), which consists of two headquarters divisions in Washington, D.C. and three field division offices. The Eastern Federal Lands Highway Division (EFLHD) is located in Sterling, Virginia; the Central Federal Lands Highway Division (CFLHD) in Denver, Colorado; and Western Federal Lands Highway Division (WFLHD) in Vancouver, Washington. Collectively these five divisions are referred to as Federal Lands Highway (FLH). The governing body that establishes the polivy under which FLH operates is made up of the administrator, three division engineers, and two headquarters division chiefs. This body is identified as the Executive quality Council (EQC). FLH's basic missions are as follows: Providing program administration of the FLHP; Providing transportation and highway engineering services; Training and developing engineers; Developing and disseminating technology. An annual report has been prepared since 1980. This sixteenth report provides a summary of Fiscal Year 1995 (FY 95) programs, activities, accomplishments, and trend analyses.
