| Abstract | This report summarizes research performed for the Federal Highway Administration covering various topics related to overcoming barriers to public-private partnerships for developing and financing highway transportation projects. Public funds have not kept pace with the demand to maintain and improve the nation's extensive network of high-quality roads and bridges. Increasingly, national highway programs have encountered restraints caused by overriding budgetary objectives. State and local bodies face similar pressures. As a result, government agencies charged with providing and maintaining highway infrastructure are considering the option of turning to the private sector to develop partnerships that will enable investment to continue to meet growing travel needs. |
