| Abstract | In April 1964, the president's Council of Recreation and Natural Beauty issued a policy statement recommending a national program of scenic roads. In January 1965, North Carolina Scenic Roads and Parkways Study was completed by the Planning and Research Branch in three volumes. Interested public and private agencies were contacted to make nominations to the three volume study. Sixty-nine routes were proposed statewide. In October 1965, the Highway Beautification Act was signed and North Carolina concentrated on beautification plantings and other efforts along the state's highways. By June 1966, a Proposed Program for Scenic Roads and parkways (David R. Levin, FHWA, Ret.) was prepared for the President's Council on Recreation and Natural Beauty. In this program, North Carolina was allocated $85 million for a minimal program and %170.1 million for an extended program. The funds were to aid in road improvement and other related expenditures. By the end of the 1960s, North Carolina decided not to implement a scenic roads program because there were no zoning laws or other land use controls used by counties statewide which would assist the premises on which this program was based. |
