| Abstract | This report focuses on the development of the New York State Scenic Roads Program pursuant to Article 49 of the Environmental Conservation Law of New York State. The program is traced from its origins in the State Natural Beauty Commission in the 1960's through to its present implementation by the Department of Environmental Conservation. This report was prepared pursuant to a contract with the Federal Highway Administration in furtherance of a study of a National Scenic By-Ways Program. |
