Abstract Section 6015 of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 directed the Department of Transportation (DOT) to perform an international transportation trade route study. It requires a multimodal assessment of existing and trade between Canada, the United States, and Mexico. The study addresses the borders and their approaches that connect the United States with Canada and Mexico. Also addressed are corridors through the United States that connect to Mexico and Canada. The scope includes each transportation mode, intermodal and multimodal transportation methods, and associated issues. Also included are economic development and transportation improvements needed to support economic growth. This report to the U.S. Congress documents specific multimodal transportation actions to simplify commerce between the counties. Recommendations include efficiency improvements to transportation subsystems, methods for increasing transport productivity, and the use of advanced technology to facilitate trade. Lastly, the report describes new institutional arrangements for planning, designing, and implementing the recommended improvments.
