| Abstract | The report "Developing Effective Congestion Management Systems" chronicles the early development and implementation experiences of four metropolitan areas: Albany, NY; Dallas / Ft. Worth, TX; Seattle, WA; and Washington, DC. Each case study is examined with respect to select technical and institutional elements of its practice. The second report "Data Collection and Analysis Methods to Support Congestion Management Systems" was presented at a TRB conference. The paper summarizes performance measures and analytical methods. It also describes CMS-related works in three case study areas: Montana's experience using HPMS as a CMS resource; Albuquerque's GIS applications; and Boston's integration of data for multimodal improvements in the downtown. |
