| Abstract | The Federal Highway Administration (FHWA) prescribes a three-part approach for addressing roadway noise including source controls and quiet vehicles, reduction measures within highway construction, and developing land adjacent to highways in a way that is compatible with highway noise. Communities, planners, and engineers often chose the highway construction response and focus on building noise barriers. Departments of transportation and local communities would greatly benefit by increased attention to the third method, focusing on land use and adjacent roadway compatibility—Noise Compatible Land Use Planning (NCLUP). FHWA sponsored a series of workshops designed to increase the application of noise compatible strategies as a part of highway planning. An expected outcome of the workshops is better long term planning and reduced spending on noise barriers for mitigation. Planners and elected officials are encouraged to place specific language on legal documents and foster shared responsibility for noise abatement between the public and private sector developers. |
