| Abstract | To address transportation barriers to healthcare access, the Federal Transit Administration (FTA) funded eight Rides to Wellness demonstration projects valued at $2,865,233 through the 49 U.S.C. § 5312 program to identify and test promising, replicable public transportation healthcare access solutions that support the “triple aim” of increased access to healthcare, improved health outcomes, and reduced healthcare costs. Federal transportation law 49 U.S.C. § 5312 requires an independent evaluation of demonstration projects. FTA engaged the Center for Urban Transportation Research (CUTR) at the University of South Florida to serve as the independent evaluator to conduct a summative evaluation of the grants. CUTR conducted document review and a series of interviews with individual project grantees, data from which were analyzed to assess project actual vs. expected outcomes against the overall goals of the initiative. This evaluation report includes an overview of the Rides to Wellness Initiative, profiles of each demonstration project including project outcomes and lessons learned, and findings and recommendations. |
