Abstract State and local transportation agencies collect pavement condition data to support their pavement management programs. The majority of state agencies collect network-level data with systems that operate at the prevailing speed limit. This report documents the development of technical guidelines for agencies consideration in the procurement process for automated and semi-automated pavement cracking data collection/analysis systems and/or services. The guidelines include a statistically based process for the evaluation of the crack detection and analysis systems.
