Abstract The objective of this project is to evaluate consensus standards, best practices, and regulatory requirements for process safety management (PSM) to support PHMSA's strategy to update regulatory requirements for safety management systems for LNG facilities. The team will determine PSM goals and the desired state by reviewing the primary relevant U.S. PSM consensus standards, considering other leading worldwide PSM documents, and analyzing them using an artificial intelligence methodology together with subject matter expertise. A review of best PSM practices will be conducted, and a knowledgeable Technical Advisory Panel will be consulted. Gaps between 49 CFR Part 193, NFPA 59A, and other codes to the desired PSM state will be identified and prioritized. The project team will develop risk mitigation strategies to address the key gaps. The deliverables will support PHMSA in their ongoing efforts to improve safety management systems and reduce risk.
