Abstract U.S. transportation organizations grapple with how to hire and retain enough technical and administrative workers, as well as how to train and retrain workers to meet changing needs. The Federal Highway Administration, American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study of Sweden, Germany, France, and England to investigate how those countries deal with transportation workforce development issues. The U.S. delegation observed a number of innovative practices that encourage young people to aspire to careers in transportation, assist transportation agencies in finding and hiring people with the skills and knowledge they need, help workers keep abreast of new technologies, and keep employees motivated through challenging work and a supportive environment. The scanning team's recommendations for U.S. application include developing industry-wide programs to encourage transportation careers, defining leadership roles in a changing industry and establishing a leadership development council, establishing a program for collecting and disseminating best practices in workforce development, and formalizing relationships with the educational institutions that are key sources of transportation workers.
