| Abstract | The Federal Highway Administration (FHWA) Road Weather Management Program (RWMP) weather-responsive traffic management (WRTM) initiative focuses on developing actionable strategies for system management and operations in challenging road weather conditions. The study described in this document uses analysis, modeling, and simulation (AMS) tools with connected vehicle (CV) data to assess weather-responsive management strategies (WRMS) for traffic management and winter maintenance. The project team assessed CV data collection and use, WRMS implementations, and AMS modeling among and for State and local transportation agencies. Two agencies and sets of applications were selected for detailed simulation and analysis. An assessment of traveler information messages (TIM), variable speed limits (VSL), and snowplow pre-positioning strategies was conducted for a corridor along Interstate 80 (I–80) in Wyoming. A study of snowplow route optimization to preserve traffic flows was made for a network of freeways and arterial roadways in the Chicago area. The studies conclude that the AMS tools can be used to perform these assessments, and that significant safety, mobility, and operational efficiencies can be achieved with WRMS implemented with CV data. |
