Abstract Cooperative driving automation (CDA) aims to improve the safety, traffic throughput, and energy efficiency of the transportation network by allowing vehicles and infrastructure to work together to coordinate movement. The objective of this project is to advance the CARMA ecosystem to enable further capabilities for CDA participants to interact with the road infrastructure, enhance infrastructure performance, improve network efficiency, and, ultimately, reduce traffic congestion through transportation systems management and operations (TSMO) strategies on arterials. The focus of this concept of operations is TSMO Use Case 1 (UC1), or Basic Arterial Travel–Stop-Controlled Intersections. The proposed approach for TSMO UC1 has two main components. The first component is designed to run on the roadside equipment, and the second component is designed to run on vehicles (designed for CARMA Platform). It is expected that this approach will increase throughput and reduce energy consumption while ensuring safety at unsignalized intersections.
