Abstract The Federal Highway Administration has recently embarked on a major study of potential changes in federal policy relating to truck size and weight. The intention of this working paper is to provide researchers and policy analysts involved in this study with as much information about estimating the effects of potential policy changes on truck transport costs as it is practical to assemble within a limited period of time. The first section of the paper contains an extended discussion of the ways in which size and weight policy affects truck transport costs and sources of data for estimating these effects. The second section provides a brief discussion of several areas requiring more investigation. The concluding section contains a bibliography of material relating to issues addressed in this paper.
