Abstract This study seeks to develop vehicular volume guidelines for the use of two-way versus four-way stop controls. Computer runs from a simulation software were used to generate statistics on volumes and delays. A guideline chart was then developed so that one could easily identify which type of stop control should be used at an intersection by plotting the traffic volumes of both major and minor streets. Road characteristics and turning movement distributions were also contributing factors. This approach found that delay at an intersection is a function of turning movements and volume combinations. The results show that regardless of the turning distribution used or the road characteristics involved, the lower the volumes at an intersection, the more desirable it is to use two-way stop control rather than four-way control. Higher traffic volumes are better handled by four-way stop control, but high volumes in both directions may be best handled with traffic signals. The results reported in this study are validated with only data of minimum to moderate volumes and delays. The study considers a specific case of a two-lane major street and one-lane minor street. Directions for further research are discussed.
