Abstract This handbook was prepared as guidance by the National Response Team to provide State and local governments with practical advice for developing a comprehensive hazardous materials exercise program. It is not intended to become the basis for a Federal requirement to establish a hazmat exercise program. The purposes of this handbook are many: To emphasize the value of exercises in testing and improving emergency plans and training emergency response personnel. To provide pointers for selecting the appropriate exercise type and exercise objectives based on community risk, capability, available resources, and level of support from elected officials. To apply lessons learned from other exercises and actual incidents. To describe Federal and private sector support and assistance available for conducting hazardous materials exercises.
